Застройщикам в Украине упростили жизнь

Значительно упрощены формы декларативных документов, сокращен их объем

Почти на 50% сокращен объем информации, которая указывается в декларации и сообщении на начало выполнения строительных и подготовительных работ.

Соответствующие изменения прописаны в постановлении Кабинета министров Украины N466 "Некоторые вопросы выполнения подготовительных и строительных работ" от 13.04.2011, сообщает пресс-служба Государственной архитектурно-строительной инспекции.

Постановлением значительно упрощены формы декларативных документов, сокращен их объем.

Так, сегодня при заполнении деклараций на начало выполнения строительных работ заказчику необходимо указать только сведения о местонахождении объекта, указать документ, удостоверяющий право на земельный участок, сведения о проектной организации, технический и авторский надзор, указать технические параметры объекта. Содержание декларации конкретизировано и изложено в удобной для заполнения форме.

Председатель Госархстройинспекции Украины Александр Рыбак отметил: "В Украине на 99% объектах строительства работы начинают на декларативных принципах. Нашей основной целью является упрощение процессов получения документов разрешительного характера. И сокращение объема информации, которая подается, что исключает ошибки со стороны заказчиков и увеличивает шансы регистрации документа".

В изменениях к постановлению появилось понятие "Электронная система осуществления декларативных процедур в строительстве", которое означает автоматизированный комплекс по обеспечению электронного документооборота по декларативным процедурам в строительстве.

Александр Рыбак также сообщил, что Госархстройинспекция Украины разрабатывает и вскоре начнет реализовывать проект электронного заполнения и регистрации декларативных документов.

Медикам и учителям обещают бесплатные кредиты и жилье

В Верховной Раде зарегистрирован законопроект, расширяющий список льгот для медиков и учителей.

Документом, в частности, предлагается отдавать им в собственность служебное жилье после 15 лет работы в государственных больницах и школах и предоставлять беспроцентные долгосрочные кредиты на покупку машин.

Представители парламентского большинства заявили, что не поддержат законопроект, а медики и учителя просят выполнять уже существующие законы и увеличить им зарплату.

Также документ предусматривает, что для медиков и фармацевтов, работающих в сельской местности, введут надбавку к зарплате в размере 30% от ежемесячного оклада.

Для педагогов такая прибавка будет зависеть от стажа работы: более 3 лет – 20%, более 10 лет – 30%, свыше 20 лет – 40%. Сельским учителям предлагается ежемесячная надбавка в размере еще 30%.

Один из авторов документа, народный депутат Дмитрий Шлемко (БЮТ) полагает, что в госбюджете достаточно средств для обеспечения таких льгот. При этом он подчеркнул, что проект специально был зарегистрирован перед парламентскими выборами, поскольку в такие периоды «можно добиться результата».

«Если парламентское большинство не поддержит законопроект, мы покажем избирателям, что те политсилы, за которые они проголосовали, не хотят для них улучшения жизни уже сегодня», – заявил депутат.

В Министерстве социальной политики считают, что законопроект повторяет уже существующие социальные инициативы.

«Правительство уже приняло меры по финансовому поощрению медиков и учителей. Например, если педагоги едут работать в село, то они получают в качестве одноразовой материальной помощи сумму в размере десяти минимальных зарплат (с 1 июля минимальная зарплата составляет 1102 грн. – ред.)», – пояснил руководитель пресс-службы Минсоцполитики Михаил Кухар.

Законопроект вызвал недовольство как представителей парламентского большинства, так и медиков. В частности, глава парламентского комитета по вопросам социальной политики и труда Василий Хара (Партия регионов) заявил, что его комитет не поддержит эту инициативу, поскольку финансовые ресурсы бюджета ограничены.

Однако если бы подобный законопроект был подготовлен правительством, то, по мнению господина Хары, его можно было бы поддержать: «Кабмин прекрасно знает свои доходы, поэтому может без риска планировать и расходную часть».

По мнению медиков и педагогов, следует соблюдать действующее законодательство и повысить зарплату бюджетникам.

«Необходимо придерживаться пункта закона, согласно которому оплата труда врача не может быть ниже средней зарплаты в промышленности», – заявил президент Всеукраинского общества врачей Олег Мусий.

По данным Госстата, средняя зарплата в сфере здравоохранения составляет 2047 грн, а в промышленности — 3352 грн. Мусия поддерживает и заместитель главы профсоюза работников образования и науки Сергей Романюк. По его мнению, дополнительные льготы могут способствовать росту коррупции: «Ни один бюджет не выдержит расширения списка льгот при замораживании зарплаты. Поэтому в первую очередь нужно повышать уровень оплаты труда».

Luckily research has demonstrated that several different foods and supplements can help reduce body fat. Burning More Fat

One strategy to reduce body fat involves increasing the conversion of fat to heat. This process is called thermogenesis and while it can help reduce body fat quickly, it's not a license to eat everything that you can get your hands on.
